Bylaws of the Support Staff Division
NASSAU COUNTY LIBRARY ASSOCIATION

ARTICLE I

Section 1.

This organization shall be known as the Support Staff Division of the Nassau County Library Association.

 

ARTICLE II

Object

Section 1.

The object of this Division shall be:

a. To unite in one division all those who are interested in any non-professional phase of library service.

b. To encourage interest in any phase of library work.

c. To provide a forum, through meetings and publications, for the discussion of ideas whereby personnel of individual libraries can make comparisons and work for improvement.

d. To have representation on the Board of Directors of the Nassau County Library Association.

 

ARTICLE III

Membership

Section 1.

Membership in the Support Staff Division shall be open to any person engaged or interested in library service upon payment of annual dues to the Nassau County Library Association.

 

ARTICLE IV

Officers

Section 1.

The officers of this Division shall be:

  •  President
  • Vice President
  • Secretary
  • Treasurer

All of whom shall be members in good standing of the Nassau County Library Association.

 

ARTICLE V

Financing

Section 1.

The Board of Directors of the Nassau County Library Association includes in the Association’s budget an amount for the Support Staff Division, which is based on the Support Staff Division’s budget request.

Section 2.

The Support Staff Division may make special requests for funds to the Nassau County Library Association Board of Directors during the year if it requires additional funds above its budgeted amount.

 

ARTICLE VI

Election of Officers

Section 1.

At least sixteen weeks prior to the Annual Meeting of the Association the membership shall elect, or the Executive Board appoints, a Nominating Committee of three to five members of the division to present one or more candidates for each elective position other than President.

Section 2.

The nominating Committee shall send to the entire membership names of the candidates by October 1.

Section 3.

Nominations for all positions may also be made by petition, signed by fifteen members in good standing, filed with the Chairman of the Nominating Committee by October 15.

Section 4.

Names of the candidates for office shall be mailed to the entire membership by November 1 with a written ballot to be returned within two weeks. Elections shall be by majority vote.

Section 5.

Officers shall be installed at the Annual Meeting, to take office January 1.

Section 6.

Term of office for President and Vice President shall be for one calendar year. The term of office for Treasurer and Secretary shall be for two calendar years. Officers shall not serve consecutive full terms in the same office.

 

ARTICLE VII

Duties of Officers

President

 

Section 1.

It shall be the duty of the President to preside at all meetings and to enforce all laws and regulations relating to the administration of this organization.

Section 2.

He/she shall call meetings of the Division or officers when he/she deems it necessary, or when requested to do so by the officers, or upon written request of his/her constituents.

Section 3.

He/she shall appoint chairmen of standing committees and shall be ex-officio member of all committees except the Nominating Committee.

Section 4.

He/she, or his/her appointed representative, shall attend the Board of Directors meetings of the Nassau County Library Association.

 

Vice President

 Section 5.

In the absence of the President, the Vice President shall have all the powers and prerogatives of the President. The Vice President shall be president-elect. The Vice President is Program Chairman and attends the Long Island Library Conference Committee Meetings.

 

Secretary

 

Section 6.

All resolutions and proceedings of meetings shall be entered in proper books by the Secretary. The Secretary shall conduct all correspondence, shall issue all notices of meetings and shall perform all duties pertaining to the office of Secretary. The secretary shall keep a register of the members of the Division.

 

Treasurer

Section 7.

The Treasurer shall submit the Support Staff Division’s annual budget request to the Finance Committee of the Nassau County Library Association.  All invoices covering Support Staff Division expenditures shall be approved by the Treasurer, upon authorization of the President, and submitted to the Nassau County Library Association Treasurer for payment. The Treasurer of the Support Staff Division shall submit a financial report at each general meeting of the Division.

 

ARTICLE VIII

Executive Board

 

Section 1.

The Executive Board shall constitute the following:

  • Officers of the Support Staff Division
  • Chairmen of Standing Committees
  • Immediate Past-President of the Support Staff Division

Section 2.

The Executive Board shall transact all business of the Division between regular meetings. Except in emergencies, matters should be referred to the members at the general meeting of the Support Staff Division.

Section 3.

The Executive Board of the Support Staff Division shall prepare an annual budget request for submission by the Treasurer to the Finance Committee of the Nassau County Library Association.

Section 4.

If any Officer or Chairman shall miss three meetings of the NCLA Clerical Board in any one year, she/he shall be brought before the Executive Board to show cause why she/he should not be removed from office. If removed from office, the President shall appoint a member in good standing to fill the unexpired term.

 

ARTICLE IX

Meetings

 

Section 1.

There shall be three membership meetings a year: Open House Meeting, Nassau County Library Association Institute at which the Support Staff Division presents a program, and the Annual Dinner Meeting of the Nassau County Library Association at which the newly elected officers of the Support Staff Division shall be presented.

Section 2.

The Support Staff Division will be responsible for scheduling Workshops during the year.

 

ARTICLE XI

Rules of Order

 

Section 1.

All meetings shall be conducted under Robert’s Rules of Order Newly Revised.

 

Section 2.

Members present and in good standing shall constitute a quorum at any regular or special meeting of the Division.

 

ARTICLE XII

Amendments

Section 1.

This constitution may be amended by three-quarters vote of the members present and voting at any regular meeting of the Division provided that written notice of the proposed change is sent to the entire membership at least thirty days prior to the date of the meeting.
